Proposed utility is a crock

To the Editor:

Concerning the proposed storm-water utility:

From what I have read so far, this is the biggest piece of gobbledygook I have seen in a long time. The additional "$2.50" per month per resident, is supposed to address infrastructure needs dealing with runoff water.

But the resident is responsible for their own water runoff since the city does not have the legal means to do anything to private property. So the money is for things like installing a drainage pipe at City Hall (isn't this their problem?); covering a business parking lot with 6 inches of gravel (isn't this the business problem?); relocating homes (Huh?).

It seems that the city is doing nothing more but trying to dip into pockets again to cover costs of those that should otherwise be paying out of their own pockets. And the line about complying with EPA requirements says nothing of picking pockets to cover a city's/business expense.

What a crock of bull!
