Edwardsville Dollar General construction to begin in May

The city of Edwardsville is predicting a construction start date of May following the approval of a site plan Monday for a Dollar General store.

City Administrator Michael Webb said Monday’s unanimous vote to approve the site plan for Dollar General comes after several back-and-forth talks with the developer, GBT Realty Corp., to ensure the building fits in with the overlay district that exists at the site. The new Dollar General will be at 10511 Kaw Drive, on the south side of Kansas Highway 7 between the existing Shell gasoline station and John Williamson’s dental office.

“Based on (the developer’s) comments, construction could start in May,” Webb said. “As quickly as they can start, they are ready to move forward with this.”

Webb said several plans for the site had been submitted to the city and had gone through both the Architectural Review Board and the Planning Commission.

During consideration, Webb said the Architectural Review Board suggested the developer add more architectural relief to the building front, to which Webb said the developer complied.

The review board also made the request to change the plans from using a pole sign to a monument sign as a way to help reduce visual clutter. Webb said the developer has requested to maintain the original pole sign but agreed to move the pole from the driveway entrance to the middle of the parking lot.

When addressed by the Planning Commission, Webb said the group made additional requests for more architectural relief to the façade that faces K-32, but Webb said city staff’s recommendation was to approve the plan without additional changes.

“We feel like the adjustments being made are acceptable and reasonable,” Webb said. “It started as a traditional metal-sided building so there have been quite a few adjustments since the original submission. We are satisfied (the building) has met all the requirements of the overlay district.”

In other business, the council:

• Watched as the Olsen-McGraw-Thompson-Goins Veterans of Foreign Wars Post 6401 presented Edwardsville Fire Captain Dan Johnson with the EMT of the Year Award. Presenting the award were Jim Jenkins, post commander, and former commanders Pete Gomez and Dan Norman.

• Approved, 4-0-1 with Craig Crider abstaining due to his previous absence, minutes from the April 12 meeting.

• Approved, 5-0, payment of bills totaling $108,112.58.

• Approved, 5-0, a re-plat of lots two and three of the Cintas property in the Edwardsville Industrial Park, commonly addressed at 9500 and 9520 Woodend Road. The re-plat combines the two lots into one, Lot A, which will allow the property’s anticipated new tenant, Trinity Partners LLC and Schier Products Company, to expand in the future. Webb said Schier would eventually like to add an addition to the existing building, but under the current plat, the new addition would be required to be built with space between the two buildings.

• Approved, 5-0, to renew the city’s contract with Dirtworks for snow removal. The city’s budget for snow and ice removal is $50,000 annually and is included in the Special Highway Fund.

• Authorized, 5-0, to allow city administrator Webb to enter into an agreement with Design Energy Group for inspection services of the Earp Distribution Project.

Webb said the city has used Design Energy Group to make sure new projects are meeting the city’s building codes, but because of the large and complex nature of the Earp site, Webb said he asked the Design Energy Group to also handle the building inspection as well.

Earp Distribution, Webb said, will pay for the cost for the inspection services.

• Heard a reminder from Mayor John “Tiny” McTaggart about the city’s annual clean-up day, which will be from 8 a.m. to 1 p.m. Saturday, May 15.

Edwardsville residents may bring bulky items, furniture, metal, appliances, etc. to the collection site at Edwardsville City Hall, 690 S. 4th Street. Residents must show proof of residency by providing a driver’s license with a current Edwardsville address or a driver’s license with a current utility bill with a current Edwardsville address.

Paint, batteries, tires, oil, anything flammable, corrosive, or potentially explosive liquids, concrete, stone, dirt or asphalt shingle will not be accepted. However, the Wyandotte Hazard Waste and Recycling Center, 2443 S. 88th Street in Kansas City, Kan., will be open May 22. The center, which is just south of K-32 on 88th Street, will accept most liquids as well as paints, batteries, oil and tires (limit of 10).
