Bonner Council awards phase two Front Street contract to lowest bidder

The Bonner Springs City Council Monday night awarded a bid of $206,056 to Total Electric Construction, Kansas City, Kan., for the Front Street phase two transportation enhancement program project.
Total Electric came in as the lowest bidder out of 10 bids the city received following a notice to bidders published Dec. 10 in the Chieftain.
“All of the bids were very competitive and very tight, which means we had a good (amount) of design drawings,” public works director Kevin Bruemmer said of bids that ranged from Total Electric’s bid amount up to a bid of $239,312 from VF Anderson Builders, Peculiar, Mo.
Phase two work will include decorative street lighting, signage and landscaping and will be entirely paid for by American Recovery and Reinvestment Act funds the city received, in the form of a transportation enhancement program grant, in 2009.
“It is a state grant program to improve roads, areas adjacent to roads at entrances to towns, etc.,” said city manager John “Jack” Helin.
Helin said there were other factors that weighed in Total Electric’s favor when the city was making its decision as to which company to go with on the project.
“Total Electric does all of our traffic signal repair and did all the work replacing the traffic signal at Front and Cedar, which included design work,” Helin said. “They have been a very reputable firm and good to work with, responsive, etc.”
Total Electric’s bid came in at more than $80,000 less than the engineer’s estimate for the project, which was $286,765.
Work on phase two is tentatively scheduled to begin in September 2010, which is the tentative completion date of phase one of the Front Street project.
Also on Monday, the council:
• Came to an agreement with Redford Construction Inc., the contractor for phase one of the Front Street project, that the company will lower the sidewalk portion at the west entrance of Stephan’s Service station by approximately 2 inches. The sidewalk was constructed as part of the Front Street project to meet the requirements of the Americans with Disabilities Act. At a previous meeting, however, station owner Craig Stephan said the entrance was too high and caused entering customers to scrape the bumpers or bottoms of their cars.
The reworking of the sidewalk will be done at Redford Construction’s expense.
• Presented a proclamation to members of the Bonner Springs Boy Scouts in honor of the 100th anniversary.
• Unanimously approved the minutes of the Jan. 11 meeting.
• Unanimously approved supplemental claims for city operations totaling $12,227.23 and regular claims totaling $526,062.72.
• Unanimously approved Public Housing Authority claims totaling $9,826.30.
• Unanimously approved the city insurance renewal with Arrowhead Risk for a total amount of $156,130. The renewal is effective Feb. 1.
• Unanimously approved a Cereal Malt Beverage license for Fresero’s Mexican Restaurant, which is relocating to 224 Oak St., from its former 220 E. Cedar St., location. The license is contingent on a background check to be conducted by the Bonner Springs Police Department.
• Unanimously approved the final payment for the library low voltage project to Safe Link Security in the amount of $1,425. The project included the installation of alarm equipment, such as security cameras and phone system, at the new Bonner Springs City Library.
• Unanimously approved a franchise ordinance with Kansas City Power and Light. The ordinance repeals the prior ordinance, increases the franchise fee and requires all street light repairs to be completed within thirty days from the date of notification.
