Dr. Phil Stevens, also known as Tonganoxie Phil each Groundhog Day, did not see his shadow Tuesday. Stevens took on the role of Tonganoxie Phil for a Kansas City, Mo. radio station for a few years and continues the “meteorology” role today. Pictured with him is a stuffed toy groundhog that a patient gave him a few years ago.
